  1. Minutes of Previous Meeting

These were agreed and signed by the chair as being a true record.

  1. Declaration of Interest

Mr Raven - Item 6 Planning Application BA/2023/0478/FUL

  1. Matters Arising

Flooding is an ongoing problem. Please keep reporting.

Mr Holmes has worked out the enormous number of man-hours required to be part of the Joint Neighbourhood Plan, so it was decided to shelve the idea unless someone in the village shows an interest in the future. Mr Hammond said that although such a plan would be a very positive document to have in place, it would involve a lot of work.

  1. Financial Statement

Current Balance £1705.43

  1. Recent Planning Applications

Application No: BA/2024/0049/HOUSEH

Address : The Long House , Low Road, Mettingham, Suffolk

Planning Reference: DC/24/0554/P3MA

Address: Cafe At, Tally Ho, Watch House Hill, Mettingham, Bungay Suffolk

Application No: BA/2023/0478/FUL

Address : Green Valley Farm , Low Road, Mettingham, Suffolk

All applications have been circulated amongst councillors who reported no objections or comments.

Mr Raven questioned that the Tally Ho hadn’t been presented for sale as a commercial property.

Mr Willer raised his concern around the boundary of the Tally Ho and that any future access to the Bowls Club should not compromised.

Mr Hammond will follow up these queries.

  1. Bottle Bank

Two incidents of fly tipping reported in February. These were reported to East Suffolk Services Ltd who took the waste away on both occasions.

  1. Village Sign and Surrounding Area

The village sign needs a repaint. Mr Sprake will arrange for someone to give the council a quote to carry out the work.

The rose bush by the sign needs to be removed as it is old and past its best. Mr Willer felt it should be offered to Mrs Hall. He will speak to her. All Councillors were happy with this arrangement.

  1. Low Road Junction with Wainford Road and Main B1062

A Low Road resident contacted the Council over concerns regarding this junction. Its general layout is problematic together with the view of oncoming traffic being obscured by hedging and trees creating a danger to motorists, cyclists and pedestrians.

These concerns were forwarded to Suffolk Highways whose advice was to contact the owner of the hedge, asking them to reduce its height to 900mm, thus improving visibility. A SLOW marking could also be installed on Wainford Road on the approach to the junction which would have to be paid for by the Parish or County Council.

This is an ongoing concern, and following further discussion, it was decided to contact Suffolk Highways to ask for their thoughts on installing a yellow hatched box placed at a relevant point.

  1. Date of Next Meeting

It appears that Monday would be a better day for meetings moving forward.

The clerk will contact the Village Hall committee.

The next meeting will be on Monday 13th May at 7.45pm
